Job Description
The Senior Functional Area Analyst must have significant experience with the analysis of business, functional, technical, activities, and events. Analyst is responsible for working with users and customers to document and strategize for process improvements for current business processes (business process reengineering). Responsible for providing market research on conditions that impact the overall operational efficiency of an organization and identifying symptoms for process improvement.  Must have deep knowledge of process and risks.

Degree/Education Required:
Required:
-          Master’s Degree in business, engineering, or a related scientific or technical discipline is required.  
-          10 years work experience
-          2 years of additional work experience can be substituted for 1 year of college

Financial Management and Accounting Operations Analyst:  Federal Financial Accountant
This individual will be a member of the Deloitte Program Ambassador team supporting the VA Financial Service Center (FSC) with the design, development, and implementation of financial management and accounting processes.  The individual will be responsible for executing the following tasks:
•          Document and assess current financial management, accounting, and reporting operations
•          Develop redesigned financial accounting processes/operations that comply with federal accounting regulations and policies and the new Momentum financial management system that the VA is implementing
•          Develop interim finance and accounting processes that enable the VA to perform dual systems operations and reporting
•          Interpret standard operating procedures and federal finance and accounting policies to identify gaps in accounting operations
 
 
Qualifications:  The ideal candidate will possess the following qualifications:
•          5+ years of experience with federal financial management, reporting, and accounting policies
•          Knowledge of performing journal entries and/or account reconciliations
•          Understanding/application of Treasury (USSGL) reporting requirements
•          Experience developing financial management and accounting standard operating procedures
•          Momentum experience is a plus
•          Experience with USSGL
•          Strong Visio and Excel skills
